I'll take it, I had my doubts that it would work thinking it would require builtin administrator credentials, but worked as enterprise admin. Thanks.

-User accounts created SchAdmin, EntAdmin, DomAdmin. These accounts are only in their respective groups Schema Admins, Enterprise Admins, Domain Admins.
-None of these accounts can complete the command runas /user:<username>@domain.lo
-After adding DomAdmin to Enterprise Admins, and Schema Admins and logging out and logging back in, command still fails.
-Builtin Administrator can complete the command without any problems.
-Error message is as follows: The module "schmmgmt.dll" was loaded but the call to DllRegisterServer failed with error code 0x80040201.

Please try this
Start Menu > Programs > Accessories > "Right Click Command prompt and select run as administrator"
And try registering the DLL.
