To direct new user profiles to another location, the answer is you can't. Windows will create new profiles in C:\Users by default, and it is not supported to move that directory after Windows is installed.
You can either reinstall Windows Server using an unattended installation. This allows you to specify the default location for the Users folder and relocate it to another volume. Alternatively, consider using Roaming Profiles to store the profiles on another volume. You can then use http://support.microsoft.c
