I suggest you get someone at http://rentacoder.com to write you one. Unless you're not in any hurry.
Otherwise you will have to learn a scripting language, and read through the server logs.
There are some software pacages used to 'spy on employees' that watch pretty much everything a user is doing but they can be expensive.
If you want to get your hands dirty find out about Visual Studio - there are a number of languages you could use, probably start with Visual basic scripting.
