yup... as gtworek said... there is no need to re-apply SP 2... you can proceed with Exchange installation...

Just built a new Windows Server 2008 and applied SP2. I then installed the prerequisites for Exchange Server 2007 roles on the Windows Server 2008. I know in the past unless the SP was slipstreamed, one would have to reapply SPs for Windows Server 2003.
Do I need to reapply the SP2 to Windows Server 2008

No! SP and patch architecture was slightly changed and now there's no need to reinstall SP in such cases.
