In Group and Local Policy you can remove the Folder Options button from the Explorer Tools menu entirely, but I don't remember an option to remove that button. Is the option greyed out, or missing completely?
If you think it is policy related run GPRESULT at the CMD line and see which polices the computer/user picks up and then check through those polices for the setting in GPMC.msc, single-click selecting each applied policy and then clicking on the Settings tab.

ESE T AV is the best in my opinion, barely impacting the machine resources and with (one of) the most enviable capture rates for viruses in the wild on the market. I use it on everything after negative experience with Symantec, McAfee, AVG (for workstations only). There is even a fairly competent Network Administrator tool which allows you to roll it out automatically to new clients as they register, with similar policy based functionality to Endpoint, although the GUI isn't as pretty. The cost for a Server license is the same as a workstation license, provided it is not a DB or Mail server.
