After the restart (for sure) every one will be able to use it
For disable using of programs... the easiest way is to set permissions on on certain program, so user cant read it - cant execute it...
Sorry, but I have to correct Vanikcz here.
Applications on a terminal server should be installed AFTER the terminal server role has been installed (if you've installed the role already, and paid attention to the dialogs popping up, you might have seen the notification). Changing the role to terminal server can break installed applications.
When installing applications on a terminal server, *always* use either one of two ways (which both end up doing the same thing internally):
- Go through Control Panel > Install application on a terminal server (or similar, not using an english version) and follow the wizard
- Open a command prompt and enter "change user /install" before you start the setup routine, "change user /execute" afterwards (and install only while there are no users logged on).
More about this is here:
When you toggle Terminal Services to Application Server mode, some programs may stop working

As far as Office 2007 is concerned: note that you will need a volume licensing key to install Office 2007 on a terminal server. OEM/Retail versions will NOT work on a TS.

Yes, you are completely right... It is better to install all aplications before the terminal server, but once the server role is istalled it doesnt matter. If there are setup that will require some settings to terminal service, there will be automatic popup that inform you about that you need to click finish after the instalation procedure... It is fully automatic.
Im running office 2003 on 2008 TS and there are no problems...
