Agreed with previous poster. I'd create a GPO with these settings configured:
1. Specify Intranet Microsoft Update is enabled
2. Specify Intranet Update Service
3. Specify Intranet Statistics Server
4. Enable Configure Automatic Updates and select which installation and download method you want to use
I'd do this rather than going to registry edit route since you're going to be doing this eventually anyway and so you don't have to research the proper registry keys to modify.

When you made the registry change did you also make the corresponding group in the WSUS server?
If you already have the groups configured I would reccomend making a new OU adding your test machines in there and then setting the WSUS gpo only on that OU. This will let you test client side targeting but only on the machines you want.
There may be some issues with your registry edits, at lest with the GPO you know the settings are going to be correct.
