Duplicated manually. I saw where it had 39 requests but served none. I will do some more digging.

Well, actually thought I was all set! Still not!!
NO errors in DHCP, just information like this:
Description:
The DHCP/BINL service on the local machine, belonging to the Windows Administrative domain myfatdomain.org, has determined that it is authorized to start. It is servicing clients now.
Yet my clients just sit there trying and trying and eventually fail. Should I delete the DHCP settings and try again from scratch? I have shut off the DHCP on the old 2003 server, so there shouldn't be any conflicts. If I re-enable it on the 2003 box, my clients instantly get addys. Both servers and client are on the same switch, so not a network issue.

activated? authorised? did you duplicate manually or did you restore from a backup of the 2003 box?
these things are usually pretty simple, you should have some detailed errors in the event log if its actually failing....Firewalls, Scanners etc can also play a part if they are running....
