Local Admin Permissions on Windows 2008

Hello,
I installed a Windows 2008 Server. I want certain people to acess it and I want them to have local administrator permissions. How do I give them local administrator permissions so that they can do anything they want to this machine?

The reason I ask is that I want these users to be able to make changes to their Internet Explorer settings on this computer. I thought I gave a user local administrative rights but he cannot change anything on Internet Explorer. That is my goal. I want this user to be able to adjust the security settings (and any other setting on IE).

Please advise.

Btw, all other servers are Windows 2003. This is the only Windows 2008 Server and it does NOT have Active Directory installed on it.

Open the control panel and then users. Select manage users and groups and add the users to the administrators group. this will give them local admin rights.

Alternatively:

1.  Open Server Manager
2.  Configuration
3.  Local Users and Groups
4.  Groups
5.  Double-click Administrators and add the user.

OK, so it looks like I already did it correctly. I am glad they did not change this in Windows 2008. But, there is still a problem and this is the reason for my post. If my user has local administrator privelages then why can't this user make any changes to IE?

It is possible. This is a fresh install of Windows 2008 Server. What should I look for? Why would a person who is a local administrator be restricted from making any IE changes?

Do you have a domain that the 2008 server is attached to? There could be group policies in place. Did you set up the domain?
Do the users have any domain admin rights?

Yes, and that is the odd thing about it. I have not setup any group policies for IE. I don't want these users to have domain admin rights. Just domain users. They will connect to this machine via RDP. The only thing I want them to do is run IE, which won't run for them until thier user session enables Java. They cannot enable Java since the blasted server will not allow them to make changes even though they have local administrative rights.

Is this a terminal Server?
Try giving them admin rights temporarily and then take it away again after you have enabled java.

This is not a terminal server but I do connect to it remotely. Here is another thing that is strange. I gave this user domain administrator privelages but he still cannot make changes. I need to clarify this, too. He can make changes in IE except for the items on the SECURITY TAB on IE.

Does the server have UAC enabled?
You can find this in control panel user accounts.

I don't see where to find that in the control panel. I found it by running msconfig but it does not look like it does on Vista. It just says "Change UAC Settings". My only choice is to LAUNCH.

OK, I found the UAC in control panel but it is just for notificaiton. I turned that off.

To turn off UAC

   1.

      Click Start, and then click Control Panel.
   2.

      In Control Panel, click User Accounts.
   3.

      In the User Accounts window, click User Accounts.
   4.

      In the User Accounts tasks window, click Turn User Account Control on or off.
   5.

      If UAC is currently configured in Admin Approval Mode, the User Account Control message appears. Click Continue.
   6.

      Clear the Use User Account Control (UAC) to help protect your computer check box, and then click OK.
   7.

      Click Restart Now to apply the change right away, or click Restart Later and close the User Accounts tasks window.

Can you configure a policy then that enables java for all users of the server?

on the domain controller create a new OU. Add the 2008 server computer account to that OU and then create a new policy. open the group policy management console and create a new policy on the OU you just created. then you will need to configure the IE settings under the user configuration settings. I dont know exactly where the Java settings will be. You might have to look around for them.
