WRT SEP. So, you think I need to uninstall SEP and then test?
WRT I/OAT. This server is a Dell PowerEdge R710. How do I know if it supports I/OAT?
Ipconfig posted in attachment.

Weve had an interesting development.
A few days ago on a different Server 2003 file server, we found that after applying windows updates we were getting periodic System event log entries for ID 4 Source SRTSP, ID 5 Source SRTSP, ID 20 Source SRTSPL (Symantec Endpoint protection). All of our servers are using SEP. Then we began to get System event log entries for ID 2020 Source SRV The server was unable to allocate from the system paged pool because the pool was empty. This afternoon, users began to receive various errors that also included Not enough server storage available to process this command. We made the changes shown below.
Because we were concerned that some one(s) of the Windows updates were the trigger for this event, we proactively made the same registry changes to all of the servers, including Svr09, which is the slow file server; even though none of the servers were yet showing the same symptoms. The following day after rebooting Svr09, file access seems to be as fast as from the old Server 2003 file server. And that is with the old/original TCP/IP parameter settings.
Response to Not enough server storage&
Per KB177078 suggests the creation of an IRPStackSize key, which was created and set to 30.
Response to ID 2020 Source SRV
KB312362 suggests the creation of a PoolUsageMaximum, which was already created and we set to 50 and the creation of PagedPoolSize which was set to 0xffffffff.
In the course of resolving this issue, I've also learned that there are issues with netsh on Server 2008. Two common changes MS often recommends with network issues is to turn off TCP Chimney Offload and Receive Side Scaling. In Server 2008, it is recommended to do this with netsh, as well as disabling the features on the nic.

We also fixed these reg key parameters.

Remove SEP disabling doesn't allow for a good test. SEP has been causing issues with Windows 2008 servers.
