You can disable the startup for everyone by modifying the registry:
HKEY_LOCAL_MACHIN
Value : DoNotOpenServerManagerAtLo
Set to 1 to stop it popping up for all users.

I have set up some users (all member of the administrator group). But I don't want "Server Manager" to start. It's not in the startup folder. How can I switch it off?

You can do it in a (local or domain) group policy, at Computer Configuration\Administrati ve Templates\System\Server Manager, "Do not display Server manager automatically at logon".
