MS ROK WIN SERVER 2008 FOUNDATIONS

I'm trying to build a cheap server to mess around with at home.  I would like to get MS foundations server 2008 license since it's the cheapest one.  Apparently only OEMs like dell and HP can sell the the Foundations edition with their servers.  But I did find a few websites selling MS ROK WIN SERVER 2008 FOUNDATIONS.  What is the ROK, and will it install on any hardware?  I guess it means reseller options kit.  I found some info here http://oem.microsoft.com/script/contentpage.aspx?PageID=565441
