When I had this, I fixed it the brute force way: backed up the CA; removed the role; reinstalled the role and then restored the CA.<br />

I'm sure there must be more refined ways of fixing this but I assumed the quickest way to fix group permissions, DCOM, etc was to remove and add the role.
