Please provide best migration practice/process info on SBS 2003 to SBS 2008

If you keep the same domain just add the new server to the domain, promo it to a domain controller and wait for the replication.
Depends on the state of the current domain. If it's in good shape then migration can take place gradually over 21 days with little interruption to services. If it has issues you cannot resolve then you can start from scratch but you may have a long weekend ahead of you.
I have been through both methods, they both have their merits. 15 users is the upper limit I'd wear for a clean install though.
Can you do a test migration, perhaps by cloning your current server and a desktop to a virtual environment then adding the new server and starting the migration? If so it will let you know if you have any issues ahead of you.

clonyxlro - this is not the case with a SBS 2003-2008 migration - two SBS boxes will not sit happily side-by-side unless the migration wizzards are followed. Instructions are in the guides identified above
