Customize All Programs Menu

I'm trying to customize the Start > All Programs menu in Windows Server 2008 R2.  I have already deleted all Program folders in the Default User, but I am still getting icons for IE, IE (x64), Accessories>System Tools>IE with no add-ons.  Where are these icons coming from and how can I ensure that users do not get them? Well, I've gone there and there are numerous Program File shortcuts there, but it doesn't appear to be getting the IE related ones from there.  See the following screen shot of the same path. Next.tiff
You could use folder redirection in your GPO's if you like to do this for specific users. This is a lot easier to configure.
I was using folder redirection, but as of 2008 R2 I'm now using Group Policy Preferences to add the necessary short-cuts based on group membership.  Folder redirection is another way to accomplish this, but I'd like to stick with the GPP implementation.  

I did discover that the IE shortcuts are coming straight from the user's personal profile located at 'ProfileName'\AppData\Roaming\Microsoft\Windows\Start Menu\Programs.  So these shortcuts are being dropped in when the user profile is getting created.  I want to prevent this from happening.
