1. Can I set up rdp if I am already using rdp?
2. Can I allow new user to user applications: firefox, google chrome
3. Can I jail user to only one recursive folder

By default windows server 2008 allows two remote desktop sessions for administration purpose

It depends on how RDP sessions are setup
If it is restricted to one session per user, the you cannot take two RDP from same user
The setting can be found under administrative tool\remote desktop session host configuration

If you have administrative access on server, you can install Firefox, Google chrome etc

Unable to understand last question:
3 Can I jail user to only one recursive folder

If you have administrative access on server, you can install Firefox, Google chrome etc

I do not want user to install and run other programs or use programs I have installed because server will not be able to show webpages quickly because not enough ram.

Unable to understand last question:
3 Can I jail user to only one recursive folder

only want a user to get webfolders and all the newly created webfolders
I do not want the user to see other folders

The setting can be found under administrative tool\remote desktop session host configuration

Could you show me example

I do not understand how to answer your last question.
You logon as user that is having local admin rights on server and install Google chrome and Firefox, then it will available for use with standard users login as well

In order to control what folders user should see, you must control NTFS security of web folders
