What backlogs mean in DFSR of Windows 2008?

It's weird the report show me backlogs but when I compare the folders that suppose to contain backlogs there are similar.

I ran this cmd:
dfsrdiag backlog /rgname:<REPL_GROUP> /rfname:<REPL_FOLDER> /smem:<SRV_A> /rmem:<SRV_B> [/v]

When I check the folders like:

\\server01\IT\Depart\ and compare to \\server02\IT\Depart\

Check the files that show in backlog report and they are similar. So my question is what DFSR consider as a backlog if I see the same file (same security, same date and size)?

Hi to answer to your question "Are you suggesting files that haven't changed are being queued or just asking how DFS works". I just want to know how DFSR consider there is a change on a file.
It relies on the existing USN journaling facility in recent versions of windows/NTFS.
