how do I in exchange 2010 configure the exchange to accept attachments larger than 10 megs.
So I have already unclicked the default limits on the store and yet there seems to me a 10 gig limit on recieved files. How do I fix it

That article is for individual mailboxes - maybe not what you want. You can also set the overall receive connector size limits in the Exchange management shell:
Set-ReceiveConnector "[Connector name here]" -MaxMessageSize [size in MB]
Set-ReceiveConnector "[Connector name here]" -MaxMessageSize [size in MB]
