How do I turn off ALL windows firewalls off from Group Policy (WS 2008 or 2012)

I have turned off Windows Firewall off for Domain Networks, But how can I turn off Private Networks & Guest or Public Network?

Group Policy - Turn Firewall Off

Windows Server 2012 is the server version of Windows 8 and the successor to Windows Server 2008 R2.
