-Is your computer part of a Lan ?
-Do you login to a 2000 domain controller ?
-If so speak to your administrator & explain to him the error. It seems likley that a domain policy exists that is preventing installation of the app.
-If there is no domain controller & its a stand alone PC, please get back to me with this info.

Apparently you have a Policy in place that prevents certain program from being installed.

This is common in places that have a LAN, and A Domain setup.
You will need to talk to your System Administrator to get this solved.
If you are not on aLAN, then you need to check your system policy.
