Tweak UI turned off Control Panel

While tweakin' tweak UI, I accidentally turned off "Display Control Panel on Start Menu".  Somehow it has all turned off all permissions to run anything in the control panel.

Now everytime I run a *.ctl file, I get this error -
"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator"

For other users who run into this, it's under -
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\NoControlPanel

You know, this is a good way to restrict users from modifying their work stations.
