ARCserve backup problem on win2k server upgrade from nt4 server

since the win2k server is upgraded from a nt4 server PDC
I found the ARCserve 2000 hvaing backup problems on the C: of win2k

the log said
unable to find directort "C:/document and settings/all users/start menu/programs/administrative tools

And this is true, there are no such c:/document and settings

Why ?it should have such folder for win2k
that means after upgrade, the win2k server still using some nt4 feature like some directories structures

becuase I found that all local user profiles logon to this win2k server still stored at c:/winnt/profiles

and this should only appear on NT4 server

For win2k , all profiles should put under c:/document and settings

Can it be solve ? becuase the ARCserve will terminated the backup process, therefore I cannot do a full system backup implied that there may have problem during disaster recovery when system down
