Cleanup Volunteer
Click Start > Programs > Administrative Tools > Domain Security Policies
In there click on the Security Options under Local Policies and there's 2 policies in there:
"Message Text for users attempting to Log On"
-and-
"Message Title for users attempting to Log On"
enable both of them and specify what you want it to say

if you would like to do this with the login script i believe this link gives most of the information, although most logon scripts are nothing but a batch file. so this message might not be displayed for very long.
