How to remove tabs in the display properties

How does one remove tabs from the display properties? Is there a key in the registry for that?

The display properties dialog ... there is only one. I'm trying to disable users from changing their screen saver settings.

Wasn't observant enough.
This should be easily be done with policy editor.

Click start, go to programs > administrative tools > active directory users and computers
Right click on the domain at the top of the tree and go to properties
Click on the Group Policy tab, and then click once on the Default Domain Policy (or create a new one), click EDIT
Go down to User Configuration in the tree, and then expand Administrative Templates
Once expanded, expand Control Panel, and then expand Display
Double-click "Disable Display in Control Panel" and click ENABLE

You can also hide individual tabs instead of the whole thing if you want to get down to that level.  You'll see what I'm talking about when you get to the Control Panel > Display policies.  there's several you can choose from.  I recommend browsing around the policy section, there's lots of interesting stuff you can lock down those little users from doing.

Except I don't have a "Active Directory users and Computers" entry in my admin tools. Remember, this is Win2K, not XP.

More specifically: While I am interested how the policies work, I need to get at that tab (if possible). It's more that some admin in my company has found out how to disable the display properties and I cannot reverse that ... so far.
In a case where I have full local admin rights, but no domain admin rights, is it actually possible to change that or whould I need domain admin rights to do this?

Even if you change this, you will have to change it each time, since as soon as you log onto the domain the policy will be installed again.
You can as local admin change policies as long as you are not logged to the domain.
But in the end, the domain policy will be loaded again.

I run a Win2k server mviertel, yes active directory does apply to it, it just has to be deployed separately from the operating system.  and since you're not the admin you cant see it anyways.  you just have basic administrative tools that let you do jack squat.  you can log in locally to your machine and do whatever you want, but i'm not sure if you can still get internet access and you definately wont have access to any shared drives or anything you need from the domain.  but kirgal is right, every time you log in to the domain, those settings will be disabled.  no way around it period.  well now you've changed it up on us, but i still answered your original question.  =)
