sounds like a system policy as mentioned by pscsuk above. In which case not very much you can do without Admin rights.

Are you in a network with Active Directory?????
You haven't option, because GPO appplied by the network administrator.
Or is an stand-alone machine???
In this case (and if you have access to you local HDD) try accessing to:
C:\winnt\system32\gpedit.m
Here, you have the Local Policies.
Take a look in User Configuration - Administrative Templates - Start menu & Taskbar
And look the option: "Remove run from start menu". If enabled, turn it off.
The same with Search option.
