win2kserver domain login problem

i have a win2k AS for PDC,and bind a lot of group policy to limit users actions in domain. such as disable "regedit" in windows,but i found a problem,that is,i found a few of user of domain pull out RJ45 cable and did not login to domain server moreover login to local using Administrator account in order to do anything they want to in local mathine,is there any solutions to handle the problem?thx a lot!!!
