I've tried "net stop" and it said "The service could not be controlled in its present state." Any other way? I need to avoid rebooting the server.

you will find a number of useful utilities in this FREEWARE suite.
Most notably to your advantage will be the Psservice and the pskill commands
the psservice can be used as follows:
psservice stop service
The best part about these utilites is that (administrators) can use them across the network also, so you don't have to go to the server to restart the services that are acting up on them. There is also a find feature, and they all work really well in batch files.
If the psservice command doesn't work. do a pslist, find out the process ID (pid) and kill it with the pskill command. If you need any more help with the command useage, tell me the name of the service and i will give you the specifics on stopping it.
