Windows 2000 domain controller getting event id 1202 every 5 minutes

I know this question has been asked time and time again, but none of the solutions that I have found have worked for me.  This is the error I receive (Source is SceCli and event id is 1202):

Security policies are propagated with warning. 0x4b8 : An extended error has occurred.


I have enabled verbose logging for the winlogon service, and the only lines with the word "error" in it are:

Error 0 to send control flag 1 over to server.
Registry keys configuration completed with error.
File security configuration completed with error.

However, none of these lines have any more information anywhere in their respective sections explaining what the problem is.  From what I can tell, the errors are coming from the Default Domain Controllers policy.  Therefore, I checked my registry and file permission settings and removed all of the lines that did not exist on both of my Windows 2000 domain controllers (I have 1 Windows Server 2003 machine that does not receive the 1202 errors).  Still, the errors return, right on schedule.  I do NOT receive any event ID 1000 errors, just the 1202's.  Is my only choice to scrap my whole policy and start from scratch?

It looks like it had to do with the fact that I created my policies on Windows XP when I am running a Windows 2000 domain controller.  I assume this problem will disappear when I move up to Server 2003.
