Well could be that some pcs are alot slower (performance wise) even if the specs are the same. Some pc's have more processor intensive applications that are run. Have you tried rebooting these machines? Possibly even try increasing the Page File on one of them to see if this works.
Also referring to the above statement I think what ala frosty meant to say was "Windows button-D" gives you the desktop. But is suggestion could also possibly work.

Alt-D to get to the desktop.
Right-click anywhere on the desktop (not on an icon though).
Select "Properties" from the menu.
Select the "Effects" Tab.
Deselect the top item ("Use Transition effects from menus and tooltips")
Your menu will now appear instantly.
I suspect that you have different video cards with different memory sizes in the different PCs even though they are similar. This might be the reason that some menus are slow to appear.
