Administrator User Can't Set Time

The Title says it pretty well I guess.  There are SEVERAL users on this (workplace) workstation with administrative priveleges.
Some of which have removed and then restored the ADMINISTATOR "group membership" of the, (each) other(s).
We're not horsing around it has to do constantly changinig military computer security regs overkill. AT this point it seems NONE of the "ADMINISTRATOR" users can set the time. Error message returned is: "You do not have the proper privilege level to change the system time"
ONE user with "power user" group membership, (his highest)
is able to set the clock.  I already kinda know this box needs to be scrubed. But if there's a way, (doesn't have to be "fairly simple") to fix this I'd love to hear ya'lls suggestions. I the "SA" here and in no way adverse to registry editing. Yes I've been to the microsoft "knowledge base".

IT'S A START! That page starts out stating the uelessly obvious.
"You must be an Administrator to set system time" This we know.
This we are. BUT even though the CAUSE as outlined really doesn't apply the RESOLUTION HINTS at a possible plan of attact.
A REGISTRY EDIT. BUT before you can do the edit, you're directed to (as an Administrator) quote:
 "grant the Change system time user right" (to "x" user.) then, (if still required) edit the registry key they mention. Have I read it right? Problem, difinitely at the CRUX of the ORIGINAL question, is,
HOW DO I: "" apparently
" SeSystemTimePrivilege " is the key. I searched the knowledge base for "grant the Change system time user right" and came up empty. I then serched for "SeSystemTimePrivilege" and found my way here:  http://support.microsoft.com/default.aspx?scid=kb;en-us;267553&Product=win2000
it appears to be what I'm looking for... but I'm still digesting it.
what do yo think? Am I in the right place? Is there a simpler less risky means of, to: "grant the Change system time user right" ?

That privilege is usually set for Administrators and power users, but the security permissions for the registry key may cause trouble. To check to whom that privilege is granted, go to the 'Local Security Policy' control panel applet.

BINGO! Points well earned! For those that may follow, here is the DETAILS for how that's done. The "LOCAL SECURITY POLICY" is found:
START BAR/PROGRAMS/ADMINISTRATIVE TOOLS
once there expand "Local Policies" then double click "USER RIGHTS ASSIGNMENT" wait. A large list of about 37 Policies will appear in alphabetical order. Double click on "CHANGE THE SYSTEM TIME" Then Displayed is the list of users and/or USER GROUPS authorized for this. If you are an ADMINISTRATOR you can click ADD and select from a list...
Changes made require a RESTART to take effect.
