I'm migrating win2k users to a new software image, same soft in different versions. They used to be local admins, but we're making them restricted users to avoid users installing programs, but trying to keep their current profiles (favorites, proxy settings and so). When they log on to theit new machines, their profiles don't appear well unless local admin rights granted to user, a non-desirable approach; as a restricted user, it doesn't retains the proxy configuration, IE history, etc. Any help would be very apreciated. Are these roaming user profiles? If so, you will have to make sure they have ownership of their working profile folders. They will need administrative rights to it, then they will need to take ownership so that they have unrestricted access to read, write, and modify their profiles.
Further, you could give them local administrative access, and simply configure group policy to disable the Windows Installer. It is fairly effective as well.

I'll finally fixed it by using REGEDT32 and giving users control over their HKCU registry hives (sorry, forgot to write it down here), i arrived to that solution after your clues about ownership of files and folders, and rights over profiles. Even though you didn't provide me the whole solution, you gave me a clear path to follow, so i decided to split up the points. Cheer up gentlemen, another problem solved thanks to teamgroup.

check the properties on their profile folder its self make sure that user has full privilages on their user profile
