Right-click on your desktop - go to arrange icons and uncheck the Auto Arrange function. Let me know if there is not a check mark there when you go to uncheck it. MSgeek

Is this a network-connected workstation? Could it be a policy doing this? Or a profile issue?

Try creating a new user and see if the problem persists...if not - then it could be something screwy in your user profile.
Try holding <SHIFT> as you click Start->Shutdown (after you have all icons arranged).
