Starting/Stopping Services on a remote computer

Hi, similar question.

Is it possible to use the services file (Microsoft Common Console Document) of a remote computer to stop/restart a service running on the remote computer?

Again, if so, how? I believe (although I may not remember correctly) that simply double-clicking on the services icon didn't allow me to alter the services running on the remote computer--but I may be wrong about this.
