No Terminal Services license server is available in the current domain or workgroup.

I get the following message when trying to launch the Terminal Services Licensing tool on a Windows 2000 Server Box that is set up as a domain controller:

No Terminal Services license server is available in the current domain or workgroup.  To connect to another license server, click License, click Connect, and then type the server name.

When I try to connect to another license server, I type in the local server name and I'm able to see the licenses that way.  Why doesn't the standard discovery process of the Terminal Services Licensing tool find the license server?

Have a look at the following article, you might have to enable file and print sharing on the licensing server, and / or adjust a registry key:

Another article, related to yours. The behaviour you said could be resulting if you removed the administrative shares on your TS:

and as per my above note, you might have to look at and adjust a reg key, as shown in the following article. It deals with setting your Preffered server. However, please, before going to this, try what I had said in my previous post about file and print sharing being enabled:

We probably can change the registry key, but we would like the discovery process to find the license server.  Any other ideas why this won't work?  File and print sharing are also turned on.

IS SP4 applied on your Server ? Can you try redoing SP4 and see the results ? SP4 is available for download from:
http://www.microsoft.com/windows2000/downloads/servicepacks/sp4/

I have a same problem on WS03. File n Print sharing and system shares are on.

Its good that the Asker had found a workaround, although it was a big one I think. They did not get back saying if they tried what we suggested, the research that was done by me,  leads me to think that the suggestions given would have been worthwhile to try.
