Server 12 hours ahead of time

Why does my W2K server constantly display the time 12 hours ahead of what it should be? I keep changing it back to the correct time but everytime I log on it displays the time + 12 hours. It is configured to sync with another server which displays the correct time and it is a domain controller. When I manually adjust the time I cannot get into the AD because it says the time is not correct. When it is 12 hours out of sync then AD is accessible. The time zones are correct i.e GMT on both machines.

I am at wits end - please help.
