DNS Troubles

My question is a few fold and I thought I'd get them out of the way before listing the symptoms:

How do I get the machine to find a DC and DNS server in Netdiag, I figure this will sort the policy problem out, no DC no Policy was the logic I was working on.  

How do I know if Wins, broadcast or DNS is doing whatever name resolution is taking place?  

I had always thought MS DNS was easy to setup, but I'm guessing there are a few basic rules anyone know a good website; "el idiots gude to DNS.com" as I clearly haven't got a clue!

As for my attempt to explain my problem and the pathetic stabs at it: (sorry it's so long.)
I have a 2000 AD domain with 2 DCs.  DC1 is a DNS and Wins server DC2 is DNS only.  All machines have Netbios switched on.  The domain is a flat network with only 40 machines - all XP PCs or W2K servers on it.  I have recently built a new server which seems to have no end of problems with DNS.  If I do a netdiag it does not find a DC or DNS server. I first realised I had a problem when the Group Pol I created didn't get applied to users.  Messages appeared in eventvwr saying "Source:Userenv, Windows cannot determine the user or computer name return value 1722 Event ID 1000."  NSlookup picks up the DC1 and it will resolve from IP  to name.  But it won't  resolve any names to IPs.  I can NBTStat -a to server names and I get info back. NBTstat -r tells me some are resolved by broadcast some by name server.  I have added the user to the local admin and the dom admin group to remove permissions issues.  If the user logs on to an existing PC the policy is applied.  I have removed the machine from the domain and re-added it - same results.  The machine is dynamically appearing in DNS.  I have not added the machine in WINS in anyway. The final bit of info I have gleaned is that the DC1 has the worrying message:  "The DNS server for this DC does not support dynamic DNS. Add the DNS records from the file '%SystemRoot%\System32\Config\netlogon.dns' to the DNS server serving the domain referenced in that file." I have not researched this yet as along with the: "Dynamic registration or deregistration of one or more DNS records failed with the following error:
No DNS servers configured for local system." which I did research, I convinced myself that I knew too little about DNS to start messing without advice.  This was setup by my predessosor who did not believe in documentation so I have no idea how it has been configured.  Any help or advice however basic would be most gratefully received.
