Not accepting cookies problem, already tried Internet Options combos

I've been trying to get into my eBay account but keep getting the message 'your computer is not accepting cookies'. I've reset the Privacy options to Default, also tried Custom and checked off different Cookie boxes. When I go back into eBay it keeps taking me to a signin screen. I saw the reference here to the microsoft site, I've tried those options except for editing the Registry. How do I bring up the Registry Editor? Is it likely that this will fix the problem? I do have pop-up blocker, using Yahoo's Online Protection package (spyware, etc). I'm not at my home computer, so any answers will have to be tested tonight. I and my wife will be eternally grateful, especially her, so she can get back to selling some stuff. thanks.
