Sounds like Netman service is not started - you won't see any connection (even LAN) then.

I have a customer who when tries to open Network and Dial-Up Connections on their Windows 2000 server running ISA, nothing happens. Nothing at all.
I have replaced explorer.exe NCPA.CPL, I have tried the following commands...
RUNDLL32 SHELL32.DLL,Control_RunDLL
and
CONTROL.EXE NCPA.CPL
and still nothing happens.
Any ideas?

Does this 2000 server have windows 2k service pack 4 on it? Even if it does, reapply it and run windows update again to get all post sp4 patches on. This will most likely fix your issue, but not sure.
