Windows Installer not functioning

yesterday I tried to upgrade my Update Expert client on my secondary AD, Print, and Blackberry Server.  The install failed .  Upon closer look the Windows Installer service could not start. Each time i tried to start the service manually I got an error message stating "error 1058 the service cannot be started"  I then searched this site and others searching for a solution.  I followed the steps in this MS Knowledgebase Article http://www.support.microsoft.com/default.aspx?scid=kb;en-us;555175&SD=tech  ; however, nothing worked.  I tried registering and unregistering msiexec, the service was not disabled, I tried to upgrade to version 3.1, and I tried deleting the temp files as stated in the article.  None were successful.  I still recieved the following error whenever I tried installing anything:

DCOM got error "The service cannot be started, either because it is disabled or because it has no enabled devices associated with it. " attempting to start the service NtmsSvc with arguments "-Service" in order to run the server:

I then restarted the machine and the windows installer service is now not listed under Computer Management ->services.  I viewed the event log and in the Application Log I found the following errors/warning that may be relevant:

Under APplication Log After Reboot:
Source: Userenv
Windows cannot unload your registry class file.  If you have a roaming profile, your settings are not replicated. Contact your administrator.  
DETAIL Access is denied. , Build number ((2195)).

Error:
Source: SQLCTR70
The description for Event ID ( 1001 ) in Source ( SQLCTR70 ) cannot be found. The local computer may not have the necessary registry information or message DLL files to display messages from a remote computer. The following information is part of the event: Cannot open the Registry Key..

Warning:
Source: MSIInstaller
Failed to connect to server. Error: 0x80070422

I can not install, update, or anything without resolving this issue.  If you could help it would be appreciated.

Okay,  I tried installing the 2.0 version and it said the service was already installed and I recieved the following warning in Event Viewer Application Log :

Source: MSIInstaller
Failed to connect to server. Error: 0x80070422

I had tried installing the 3.1v2 earlier in the day at 3 o'clock before posting the question.  After trying to install 2.0 and recieving an "already installed error" I went into the logs and noticed in the system log it said that "the 3.1 windows installer" was installed.  Therefore it may have taken even though after the install there wasn't a service listed for it.  I am now restarting to see what hapens.  This will take a while.  When it comes up I will write you and let you know what happened.

Hi bmtfoundation,

The error messages also seem to indicate that the Windows Installer service is disabled on the machine.

Start->Run, type "services.msc"

Double-click on the service named "Windows Installer". Check the value in the 'Startup type:' field. If it's currently set to "Disabled", then this is the problem. Change it by selecting "Manual" from the drop-down box.

Miguel,

Here is the Problem.  After restarting, as I stated in the original question and even after this restart now I do not have the "windows Installer" service listed in the "services.msc" console.  So I can not start, stop, change user, anything?  Any more ideas?

Try to Re-Register the Windows Installer...

Ill try this in the morning.  Thanks for the suggestion.  Looks a little different than the last time I tried to re-register the service.

Are you currently on 2000 Server SP4? Do you have an up-to-date anti-virus? Some of the error and description of the problem sound suspect. If you have access to the Internet, you might try running a remote scan -- FREE! -- from "Housecall" at Trend Micro's Website. Check out the following link:

I unfortunately migrated Symantec (server) off of this machine and somehow in the migration process did not install the client on this machine and now as you can imagine I can not install it.  I ran the free scan provided by Symantec and the scan was clean.  Do you suggest I still run the one from trend micro?

I tried re-registering the service in Safe mode, the result allowed me to see the service "windws installer" in the services managemnent console.   unfortunately when I tried to turn on the service manually it fails.  The following error is stated:

Could not start the windows installer service on local computer
Error 1053: The service did not respond to the start control request in a timely fashion.  ticle

I then went into the Application log andit looks like I have a bunch of errors associated with the registry at boot.  Let me know if you need to see them.  

I then went on to try the second option offered by the article http://ccsd.msoe.edu/faq/windows.jsp?IDFaq=99 and I renamed the files associated with the windows installer, msiexec.exe, msi.dll, and msihnd.dll and when I renamed them and looked in my computer the original files still exist along with the newly named files.  I need to restart acccording to the article before I can try re-installing again but I can't do that until after 5:00pm CST.  Ill let you know what happens.

OKay, after restarting the machine and trying to install the windows installer again with the 2.0 version it tells me the that the service is already installed.  I try to upgrade to 3.1 v2 and it tells me it installed bu I get nothing as a result.  I then tried to start the service manually again and it failed.  Any more ideas other than rebuilding the machine?

Here are the errors:

Error from trying to start service:

Could not start the windows installer service on local computer
Error 1053: The service did not respond to the start control request in a timely fashion.  


Source = Server
The server service was unable to recreate the share NAV_INSTALL because the directory C:\Program Files\NAV\clt-inst\WIN32 no longer exists.

Do you have the Norton AntiVirus Enterprise Solution installed ? If so andy only for testing disable the av ant try again if works ...

About the event log errors, please give us the event id and the source of the errors.

The machine will need to be re-built.  I have tried all the options and none work.  Thank you for the assistance.  I will spplit the points.

What you should have done is this:

Give SYSTEM full privileges to the root of the boot partition (and to SYSTEM32):
(BOOT:\ properties > security > add > system > full control > allow)

This now allowed for the Windows Installer service to startup, which in turn eradicated error 1719.

No rebuild necessary.
