yesterday I tried to upgrade my Update Expert client on my secondary AD, Print, and Blackberry Server. The install failed . Upon closer look the Windows Installer service could not start. Each time i tried to start the service manually I got an error message stating "error 1058 the service cannot be started" I then searched this site and others searching for a solution. I followed the steps in this MS Knowledgebase Article

I tried registering and unregistering msiexec, the service was not disabled, I tried to upgrade to version 3.1, and I tried deleting the temp files as stated in the article. None were successful. I still recieved the following error whenever I tried installing anything:

I then restarted the machine and the windows installer service is now not listed under Computer Management ->services. I viewed the event log and in the Application Log I found the following errors/warning that may be relevant:
