Are you trying to recover a previous profile or is this persistient behavior?  Windows will create a new profile for any new logon account. For example a user of ABC123 that exists within the local security accounts is different than a domain account named ABC123, or if you have multiple domains accounts named ABC123 in all of the domains would warrent a new profile.  If the machine creates new profiles each time an account loggs in irrespective of whether that account has logged on that machine previously you are experiencing "Delete cached copies of roaming profiles" This setting can be found within either local machine policies (gpedit.msc) or GPO (gpmc.msc/dsa.msc) under "Computer Configuration\Administrative Templates\System\User Profiles". this will delete profiles upon user logoff so that they are created at logon.  This also was a setting in Novell Zenworks called Dynamic profiles, just in case you have a Novell shop.
Hi PBer no luck there, what I may do is try some scripting to just simply create a new profile and copy dekstop icons and files over, which may be a good thing, a new profile will perform faster and will be a fresh start which can save some support time.  Thanks to all for your help.
