Cannot Replicate Active Directory

I have 2 windows 2000 domain controllers.  In Active Directory Sites and Services when I try to do a replicate now logged in as a domain administrator, I get the following error:  An error occurred during the attempt to synchronize the domain controllers:  access is denied.     The domain admin does have permission to the domain as specified in the KB262795 article from Microsoft.  I have not done any recent changes other than the normal security updates.
