Trying to add a user to a bunch of Windows 2000 servers. One of them doesn't have the "users and passwords" object in the control panel so how do I add a user to that system?

Click start,
click run
type "compmgmt.msc" (without the quotes)
go down to local users and groups
double click on users
Add users.
This is assuming this is a server that is not on a network.
Is this Server an AD server on a network?
If so, then you need to add the users via the Active Directory Users and Computers console
click start,
click programs
click Administrative tools,
click Active Directory Users and Computers.
