I have no idea if this will work, bbut it is a least worth a try.
If the server in Paris is named ParisFS and has an IP Address of 192.168.1.1 then add an entry into the Hosts file on your citrix server. i.e.
127.0.0.1 ParisFS
The users should get, IIRC, an error 56 that the requested resource doens't exist (i.e. the drive being mapped). What I am thinking, and hoping, will happen is that the drive mapping will be very fast since it will resolve the server name in Paris to the local Citrix server and attempt to map to a share that doesn't exist on that server.
It is at least worth a try. This is of course assuming the mapped drives to the server in Paris is not needed when connected to the Citrix server.

Nothing you can do about it; this has to happen from the admins of the Paris users, unless you feel like letting the Paris users explicitly logon to your terminal server with accounts from your own domain.
The admins in Paris would have to check, for example, against the computer name (environment variable %computername% in batch), or the subnet of your Citrix server, and disable the drive mapping if users are logging on to your TS.
