windows 2000 terminal service

I have a windows 2000 server. The terminal service it's installed and few users were able to log in remotely and run application from the server.
suddenly they cannot see anymore the desktop icons tu launch the applications when they log in remotely to the server.They got just the background of the desktop(no icons or taskbar )

If I login remotely using the administrator account , it's ok.
I setup a new user for terminal service, it works for the first log in and second time same issue(backgroud desktop w/o icons)

Your license might be expired. Do you have a terminal services licensing server in place? Try the following procedure in one of the clients:

Start Registry Editor (Regedit.exe).
Locate and then click the following key in the registry:
HKEY_LOCAL_MACHINE\Software\Microsoft\MSLicensing
Delete the whole MSLicensing key from the registry.
Quit Registry Editor.
Connect to the Terminal Services server.

What is the Service Pack level of Windows 2000
Do you find any event log related to Terminal Server in the server

It looks was permission issue.I setup permission in Terminal service configuration for the group and works ok

well I was jumping to fast. It works on saturday and today Monday I have the same issue. same blue background when I login via remote desktop.
I restarted the server and no good.
Even the administrator login  has no desktop icons via remote desktop.

I have windows  2000 server SP4

I ran malwarebyte and found viruses . I will let you know how it goes.

This problem may occur if the Windows redirector (the program that intercepts requests for resources in a computer) stops responding because a transport cannot be deleted (torn down). Transports handle message delivery and routing
