I cannot stop the Rtvscan.exe process and cannot stop the Symantec Antivirus service without rebooting the Windows 2000 server

I have the Symantec Antivirus Corporate Edition 10.1.6 installed on Windows 2000 server.  I tried to do a Manual Scan on its C:\ drive and it stopped reading files at 465 but the time elapsed is still running....Task Manager indicates CPU is running 100 percent...tried to stop the Rtvscan.exe but "access denied"...then I tried to stop the Symanted Antivirus service but "could not stop...no timely fashion" message.  Now the CPU is still running at 100 percent, Rtvscan.exe is using 34 percent, and the System is running at 56 percent.  No other visible application is running...  What is wrong?  do you think the virus definition(s) are corrupt?
