Questions about a restore

Ok. I'm sorta in the waiting stage for new drives to come in. I had a network catastophe, 2 failed raid drives on a DC. sbs 2000 server. I have backups of all the exchange data via backup exec.
My questions are related to the restore steps
1) Is it possible to reinstall everything from scratch but use Windows 2003 and exchange 2003 ? Or shoulld I just revert to the old OS - sbs 2000 and exchange 2000
2) Does everything need to be the same domain name as before?

Getting back basic data is one thing but I am not sure what I am getting into involving the exchange part.
Any help is appreciated.
