Windows 98 registry

When I crashed one day and had to power off(W/O closeing win), a problem arose. when i try to install a new prog, or run a prog that needs to make a reg entry, I get "cannot create the reg. key .....". I have replaced and restored the system.dat and user.dat in many differant ways and that did not work. Please help me fix this. also when i manually run one prog that gives me that error, it runs ok, but when i try to exit win. it gives the same error. and i have to ctrl+alt+del and end that task b4 exiting win. and my windows settings are not remembered anymore and they are set to do so. Thanks again in advance.
