I need to fix some apparent errors

Ever so often, I re-install WIN-98 from the CD-ROM, to try and fix things that seem to get messed up. And it usually does the job nicely. But this time, I get a few error messages. I'm not sure how significant they are, but I'd like to fix them anyway. Four of them are labelled Java Package Manager, saying "Unable to install Java packages from <various subdirectories>\win32ie4.cab \xmldso4.cab \dajava.cab and \iejava.cab" My suspicion is that installing IE5 might have done something to IE4's cab files, but that's just a guess.
The other error is "Error loading devmgr32.dll; One of the library files needed to run this application cannot be found."
How do I fix this stuff?
