shell32.dll error

I have a question that's driving me nuts! Where I work, we are running into more and more systems with Win98 SE that won't open Internet Explorer. When you click on the IE icon, either on the desktop or the quick launch bar, an Illegal Operation box pops up and says that "Iexplore.exe has performed an illegal operation and will be shut down". In the details it specifies that "Iexplore caused an invalid page fault in module shell32.dll at 0167:7fcb1946" and gives a long string of Registers, Bytes and Stack Dumps. I have tried Microsoft's meager help on this, which seems to be specific to Compaq. I see postings on the newsgroups about this, but no answers, or at least answers that work. What is the problem, and how can it be fixed? I am posting 400 points, but please don't try to grab them unless you KNOW you have a solution that works, and on more than one system!
