Because of the way the system is set up, the most important variable in this equation is you. Win Memory ?EMS, Win95/98 & Windows Restart

I am running a specialized DOS based client/server database application that uses EMS.  On some hardware the client runs fine in a DOS window. On other hardware configurations (most Compaq DeskPro models later than DeskPro 2000s and one DeskPro 2000) I get an error message that indicates a problem with EMS. I have tried various confiurations in the Config.sys file of the EMM386 driver command with no success.  There is a Registry Key: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\MS-DOSOptions\EMS which also seems to set EMS values and points to the EMM386 drive in Config.sys. I unserstand that there is no EMM386 driver called by IO.SYS in Win 98.  Changing any of these settings and copying the settings/files from working systems has no success.  There is no hardware similarity between the systems that wont run the client and the ones that will except all the erroring systems have been Compaq DeskPro's.  The Client also runs fine on some Compaq Deskpros with no problems.  I have a fix that has worked in 100% of all cases.  I don't know why.  I am posting this question for an answer to why this solution works and possibly point to an alternative solution that does not require a second reboot.  Solution Info:  After I changed the computer name on one of the erroring deskpros, it did a "windows restart" which went back to a black "DOS" screen and told me that "Windows is restarting."  After the system came back up, I no longer got the EMS error message and the client worked fine.. UNTIL the system was rebooted.  I tried a Windows 98 Logoff in order to see if that type of restarting windows would reinitialize the system to make the EMS error go away.. it didn't.  A Shutdown/Restart caused the error to reappear.  A little program written by some students in Germany called "Shutdown Windows and Restart" duplicated the same type of windows restart that changing the computer name required and after preforming this type of "restart" the Client ran with no EMS Errors.  This works flawlessly.  On every system I have found (virtually all the DeskPro EPs, a DeskPro SB and EN and one DeskPro 2000 apart from many).  What happens during a Windows Restart?  What are the differnt types of RESTART that can be done?  What API function calls can reproduce this type of restart?  Anyone have any suggestions as to why this works and what other settings I can try?
